OUR ROOTS - PEOPLE FIRST
In 1981, there were widespread civil disturbances. Public enquiries, headed by Lord Leslie Scarman played a key role in making the government listen to its citizens. Originally known as the Charter 88 Trust, the Scarman Trust was set up in 1991 to continue that 'bottom up' approach to democracy and was rooted in the constitutional reform movement. Lord Scarman was its first chair and guiding inspiration.

OUR PHILOSOPHY - ASSETS AND OPPORTUNITIES
All communities are wealthy - rich in assets such as skills, knowledge, land, buildings, networks, organizational resources and spending power that often go to waste. The Scarman Trust invests in can do-ers - people who act as a catalyst and mobilize these assets for positive and concrete change. A Credit Union, a community business, a care scheme, a food co-op: whatever it takes to provide a focus for community renewal. By mobilising their assets in this way, communities can then begin to negotiate and work with government as equal partners, gradually redirecting public resources to better use, to provide all people with those opportunities that will truly help them to fulfil their potential.

OUR MISSION - INVESTING IN CAN DOERS AND COMMUNITIES
The Scarman Trust investment in can do-ers involves small amounts of money - or "awards", typically around £2,000, delivered through a highly accessible process that includes extensive outreach. Funds come from key award partners, which include the Department for Education and Skills, for Community Champions, the Neighbourhood Renewal Unit and the Millennium Commission with the 'You and Your Community' Millennium Award Scheme.
